Since 1993, when I last served in government, the defense budget actually has taken a smaller relative share of our national wealth, while the world has gotten more complicated and, arguably, more dangerous. The resources we devote to defense should be at the level to adequately meet the challenges of this global strategic environment the United States faces today. - Secretary of Defense Robert M. Gates
Welcome to the new OUSD(C) Website, designed to provide all the information you need to understand the budget and financial management policy of the Department of Defense. In addition to budget numbers, justification materials, and performance measures, you will also find information about the Department's ongoing effort to improve efficiency and accountability. At the Department, our first responsibility is to provide the resources our forces need to defend our freedom. Our second responsibility is to spend those resources wisely and responsibly. As we continue to update and improve this site, we welcome your thoughs and comments on how we can serve you better. -Tina Jonas
Opening Statement to the Senate Appropriations Committee for Defense. As Delivered by Secretary of Defense Robert M. Gates, Washington, D.C., Tuesday, May 20, 2008.

Mr. Chairman, members of the Committee:

It is a pleasure to be here for my second, and last, budget testimony before this Committee. First, let me thank you for your continued support of our military these many years. I appreciate the opportunity to discuss the President’s Fiscal Year 2009 Defense Budget request.

Before getting into the components of the request, I thought it useful to briefly consider it in light of the current strategic landscape – a landscape still being shaped by forces unleashed by the end of the Cold War nearly two decades ago.
