Emergency Management Services of King County
The King County Emergency Management Plan (EMP) is for the use of elected and appointed County officials in mitigating, preparing for, responding to, and recovering from natural and technological disasters. It is a product of the coordinated planning efforts between the Office of Emergency Management, County Departments, the King County Fire Chiefs Association, emergency management representatives from selected political jurisdictions, and selected private and volunteer sector interests. It meets the requirements of RCW 38.52 and the Washington State Emergency Management Divisions Comprehensive Emergency Management Planning guide, and the Federal Emergency Management Agencys (FEMA) guidance.
The Emergency Management Plan is organized in four parts:
A. Basic Plan states the disaster missions and responsibilities of County government, branches and departments.
B. Appendices to the Basic Plan include a variety of topics such as legal authorities, terms and definitions, and acronyms and abbreviations.
C. Emergency Support Functions (ESFs) describe the policies, situation, planning assumptions, concept of operations, and responsibilities for each ESF.
D. Implementing Procedures describe the details of how to apply the concepts described in the Basic Plan and its supporting appendices and ESFs.
