State Implementation Plans

State Implementation Plans (SIPs) are a policy vehicle that allow states and municipalities to receive emission reduction credit for wind power purchases. Under guidance issued by the U.S. Environmental Protection Agency (EPA) in August 2004, States and municipalities can receive emission reduction credit in their State Implementation Plans (SIPs) for wind power purchases that reduce air emissions and help achieve attainment of the National Ambient Air Quality Standard for ozone. The National Renewable Energy Laboratory (NREL) has developed model SIP documentation to assist states in achieving this objective. National Renewable Energy Laboratory contributes its expertise to projects and programs that help reduce energy use, as well as control emissions of air pollutants in the United States. The Web site provides a list of resources.

Environmental Protection Agency prepared guidance documents that provide state and local energy and air quality officials with information on how to incorporate energy efficiency and renewable energy measures into air quality plans or as a set-aside under cap-and-trade programs.
