Are any states using the Bader Reading and Language Inventory for NRS
reporting?   
For those who have used it, is it practical to use with groups of
students or is it a one on one tool?

I found this review of the Inventory

y.PDF and it sounds very interesting particularly for use in adult
literacy programs.

Yes, it has been normed on refugee and migrant workers. It can be
benchmarked to the NRS, and yes, there is more than one form of the test
for pre- and post testing. It is not designed for ESL only.
It is published by Merrill-Prentice Hall and last I knew it cost $39.00.
You can check out their web site, or perhaps your local bookstore would
have it.
