- SAMHSA's Minority Fellowship Program (MFP)
Through this program, CMHS provides grants to encourage and facilitate the doctoral and post-doctoral development of minority nurses, psychiatrists, psychologists, and social workers.

- Surgeon General's Report on Mental Health
The first Surgeon General's Report on Mental Health, asserts that mental illness is a critical public health problem that must be addressed by the Nation.
- Health Insurance Portability and Accountability Act
Congress passed the Administrative Simplification provisions of the Health Insurance Portability and Accountability Act of 1996 (HIPAA) to improve the efficiency and effectiveness of the nation's health care system. HIPAA's Administrative Simplification provisions require the Department of Health and Human Services to promulgate standards for the electronic exchange of certain administrative and financial transactions and for the security and privacy of health information.

This web site presents a variety of informational links on the topic of parity, specifically dealing with the Mental Health Parity Act of 1996 and the costs and effects of parity for both mental health and substance abuse insurance benefits.

CMHS Programs
- Child, Adolescent and Family Program
The Child, Adolescent and Family Branch of the federal Center for Mental Health Services promotes and ensures that the mental health needs of children and their families are met within the context of community-based systems of care.
- Community Support Program
The Community Support Programs of the Center for Mental Health Services (CMHS) are designed to bridge the "knowledge" gap between identifying effective approaches to the delivery of mental health services and the "application" gap of putting those approaches into action in local communities.
- The 2004 GAINS Center conference, From Science to Services:
Emerging Best Practices for People in Contact with the Justice System, builds upon strategies based on the recommendations of the President's New Freedom Commission on Mental Health along with emerging best practices and evidence-based practices (EBP).
- Consumer / Survivor
The Consumer Affairs Program, within the Office of the CMHS Director, works in partnership with other Federal agencies, as well as with public and private health and human service agencies, to develop standards and guidelines for mental health services, ensure that consumer mental health needs receive adequate attention, and promote consumer participation in services.
- Emergency Mental Health and Traumatic Stress Services
Through an interagency agreement with the Federal Emergency Management Agency (FEMA), CMHS staff helps to ensure that victims of Presidentially declared disasters received immediate, short-term crisis counseling, as well as ongoing support for emotional recovery. CMHS collaborates with FEMA to train State mental health staff to develop crisis counseling training and preparedness efforts in their States.
- HIV/AIDS Program
The Center for Mental Health Services (CMHS) supports HIV/AIDS programs that target prevention, education, and the delivery of quality mental health services to people living with and/or affected by HIV/AIDS. CMHS develops "promising" models for programs to deliver mental health services to individuals and their families, partners, and health care providers.
- Homelessness Program
The Center for Mental Health Services (CMHS) supports programs to assist people with mental illnesses who are homeless in obtaining treatment and other services such as primary health care, substance abuse treatment, legal assistance, entitlements, and other supports, while making the transition from homelessness.
- Organization and
Financing
The Office of Organization and Financing serves the Center for Mental Health Services (CMHS) and its parent agency, the Substance Abuse and Mental Health Services Administration (SAMHSA), by providing information on the funding and administration of mental health services. The office forges relationships with other agencies and collaborates with States, health care providers, consumers, families, and benefits managers to improve the effectiveness of the organization and financing of mental health services.
- Mental Health Statistics
The Center for Mental Health Services (CMHS) provides guidance and technical assistance to decision makers at all levels of government on the design, structure, content, and use of mental health information systems, with the ultimate goal of improving the quality of mental health programs and services delivery. CMHS operates the only program in the Nation that focuses on the development of data standards that provide the basis for uniform, comparable, high-quality statistics on mental health services, making it a model in the health care statistics field.
- Protection & Advocacy
CMHS funds and oversees the Protection and Advocacy for Individuals with Mental Illness Program (PAIMI) that advocates for individuals with mental illnesses. Protection and advocacy services include general information and referrals; investigation of alleged abuse, neglect, and rights violations in facilities; and use of legal, legislative, systemic, and other remedies to correct verified incidents.
- Special Programs and Initiatives
These programs focus on prevention, early intervention, treatment services; special and emerging mental health issues, such as workplace, domestic, and school violence; the role of the faith community; services that meet cultural needs; and the mental health needs of refugees and torture survivors. CMHS's leadership role extends to developing professional knowledge in areas where gaps exist and to establishing programs that meet the service needs of these special populations.
- State Planning/Mental Health Block Grant
The CMHS Mental Health Block Grant program supports comprehensive, community-based systems of care for adults with serious mental illnesses and children with serious emotional disturbances.
