The North Carolina Division is one of the 52 operating Federal-aid Division Offices of the Federal Highway Administration and is located in Raleigh, NC. The Division is responsible for administrating the Federal-aid highway program to help maintain the integrity and safety of North Carolina's roads and bridges. The North Carolina Division has component units in Civil Rights, Asset Management, Major Projects, Realty, Administration, Operations, Bridge, Planning & Program Development, and Safety. The staff has technical expertise and other resources, which provide oversight and coordination of the Federal-aid program in North Carolina. We are results oriented and guided by an agency Strategic Plan and our North Carolina Division Business Plan.

Title 23 of the United States Code governs the Federal-aid Highway Program. North Carolina receives approximately $1 Billion per year in Federal-aid program funds. These are made up of formula grants apportioned to the states by legislative formulas, and other grants which are allocated to the states either by the discretion of the FHWA or by direct Congressional earmarking. The NCDOT is the primary recipient of all Federal-aid highway funds in North Carolina. A limited amount is passed through the NCDOT to local officials, Metropolitan Planning Organizations (MPOs), universities, or other organizations throughout the State. These funds are available for a variety of purposes including highway design and construction, planning, research, transit capital projects, and various other studies.

North Carolina's public road mileage is approximately 103,000 miles, of which approximately 21,000 miles are Federal-aid highways. Only these roadways are eligible for certain categories and activities of Federal-aid highway funds with eligibility criteria determined by statutes and regulations. North Carolina also has over 17,000 bridges and all of these are eligible for certain activities of Federal-aid funds with eligibility criteria determined by statutes and regulations.
