A.   H.R. 2466 passed at 12:15 a.m. on July 15, 1999. However, this vote (#296) is located in the July 14, 1999 Congressional Record on page H5568.

 

B.   On July 28, the Senate vitiated previous passage of its own defense appropriations bill (S. 1122, June 8, 1999, vote #158, 93-4), and passed H.R. 2561 after striking all after the enacting clause and inserting the text of S. 1122. See the Congressional Record, July 28, 1999, page S9460.

 

C.   On July 28th, the Senate vitiated previous passage of its own energy and water appropriations bill (S. 1186, June 16, 1999, vote #172, 97-2), and passed H.R. 2605 after striking all after the enacting clause and inserting the text of S. 1186. See the Congressional Record July 28, 1999, page S9650.

 

D.   Senate passed H.R. 1905 after striking certain provisions of the House bill and inserting the text of certain provisions of S. 1206. See the Congressional Record, June 16, 1999, page S7117.

 

E.    On July 14, the Senate vitiated previous passage of its own military construction appropriations bill (S. 1205, June 16, 1999, 97-2, vote #168) and passed H.R. 2465 after striking all after the enacting clause and substituting the language of S. 1205. F.   On July 19, the Senate vitiated previous passage of its own treasury appropriations bill (S. 1282, July 1, 1999, voice vote), and passed H.R. 2490, after striking all after the enacting clause and substituting the language of S. 1282. G.    On Aug. 2, the Senate vitiated previous passage of its D.C. appropriations bill (S.1283, July 1, 1999, voice vote), and passed H.R. 2587, after striking all after the enacting clause and substituting the language of S. 1283. See the Congressional Record, Aug. 2, 1999, page S9965.

 

H.    On Aug. 4, 1999, the Senate vitiated previous passage of its agriculture appropriations bill (S. 1233, voice vote) and passed H.R. 1906, after striking all after the enacting clause and substituting the language of S. 1233. See Congressional Record, Aug. 4, 1999, page S10214.

 

I.    On Aug. 4, the Senate vitiated previous passage of its foreign operations appropriations bill (S. 1234, June 30, 1999, 97-2, roll call #192), and passed H.R. 2606 by unanimous consent, after striking all after the enacting clause and substituting the language of S. 1234, passing it by unanimous consent (uc). See the Congressional Record, Aug. 5, 1999, page S10214.

 

J.    The subcommittee was polled and the measure was sent to the full Appropriations Committee.

 

K.    On Sept. 8, the Senate vitiated previous passage of its Commerce/ Justice/State appropriations bill (S. 1217, July 22, 1999, voice vote) and passed H.R. 2670, after striking all after the enacting clause and inserting in lieu thereof the text of S. 1217. See the Congressional Record, Sep. 8, 1999, page S10540.

 

L.    On Sept. 14, 1999, by unanimous consent, the Senate struck all of H.R. 2084 after the enacting clause, and inserted Senate Amendment 1624. See the Congressional Record, Sept. 14, 1999, page S10822 for the unanimous consent, and page S10856 (through page S10866) for the text of the amendment.


M.    On Sept. 23, 1999, passed as amended. See the Congressional Record, pages S11329 through S11345.

 

N.    On Sept. 28, 1999, President Clinton vetoed the District of Columbia Appropriations, explained his reasons therefore (H.Doc. 106-135). See the Congressional Record, pages H8941 through H8942.

 

O.   H.J.Res. 68 extends funding through Oct. 21, 1999.

 

P.   The conference report, H.Rept. 106-419, contains the District of Columbia and Labor/HHS/Education appropriations, plus the 0.97% across-the-board rescissions (spending cuts). (See the Congressional Record, Oct. 27, 1999, pages H10933 through H11065). H.R. 3064 was the revised D.C. appropriations bill but did not include the Labor/HHS/Education appropriations or the across-the-board spending cuts.

 

Q.   H.J.Res. 71 extends funding through midnight Oct. 29, 1999.

 

R.   President Clinton vetoed the Foreign Operations appropriations Oct. 18, 1999 (see the Congressional Record, pages H10142 and H10143).

 

S.   H.J.Res. 73 extends funding through midnight 11/5, 1999.

(See the Congressional Record, Oct. 27, 1999, pages H10933 through H11065). The original Labor/HHS/Education bills were H.R.3037 and S. 1650. H.R. 3037 passed the House Appropriations Labor subcommittee on Sept. 23, 1999 (8-6), passed the House Appropriations Committee (H.Rept. 106-370) Sept. 30, 1999 (32-26), but was not brought to a floor vote. S. 1650 passed the Senate Appropriations Labor subcommittee on Sept. 27, 1999, passed the Senate Appropriations Committee (S.Rept. 106-166) Sept. 28, 1999 (19-0), and passed the Senate Oct. 7, 1999 (73-25). S. 1650 was ordered to be held at the desk and not engrossed.

 

V.   H.J.Res. 75 extends funding through midnight Nov. 10, 1999.

 

W.   On Nov. 3, 1999, President Clinton vetoed H.R. 3064 (H.Rept. 106-419), which contained the second District of Columbia appropriations bill, the appropriations for Labor/HHS/Education, and the 0.97% across-the-board rescissions (spending cuts). (See the Congressional Record, pages H11441 through H11443 (H.Doc. 106-154).)

 

X.   On Oct. 25, 1999, President Clinton vetoed the Commerce Appropriations (see the Oct. 26 Congressional Record, page H10836 through H11443 (H.Doc. 106-148).)

 

Y.   The Consolidated Appropriations covers the District of Columbia Appropriations, PAYGO adjustments, and also enacts the following measures by cross-reference: (1) H.R. 3421, Commerce-Justice-State-Judiciary Appropriations; (2) H.R. 3422, Foreign Operations Appropriations; (3) H.R. 3423, Interior Appropriations; (4) H.R. 3424, Labor-HHS-Education Appropriations; (5) H.R. 3425, Miscellaneous Appropriations (Section 301 requires a 0.38% across-the board cut in discretionary appropriations) [Title I Emergency Supplemental Appropriations] [Title II Other Appropriations Matters] [Title III Fiscal Year 2000 Offsets and Rescissions] [Title IV Canyon Ferry Reservoir, Montana] [Title V International Debt Relief] [Title VI Survivor Benefits] [Title VII Miscellaneous Provisions] (6) H.R. 3426, Balanced Budget Act of 1997 Amendments (Medicare); (7) H.R. 3427, State Department Authorizations; (8) H.R. 3428, Federal Milk Marketing Orders; and (9) S. 1948, Intellectual Property and Communications Omnibus Reform Act of 1999.

 

Z.   On Nov. 18, 1999, action also occurred on two other continuing resolutions (CR). H.J.Res. 84, a CR to extend funding through Dec. 3, 1999 (midnight), was passed by unanimous consent in the House but was not sent to the Senate. H.J.Res. 82, a CR to provide funding through 11/23/99 (midnight) was passed by a vote of (403-16) in the House and passed the Senate with amendments by a vote of (88-1). The message on the Senate action and amendments was then sent back to the House, where no further action occurred.
