PURPOSE:          To discuss the EPRI-proposed resolution of the USI A-12
                  fracture toughness issue.  EPRI has developed a program
                  which differs substantially from that of the NRC letters of
                  May 19 and 20, 1980 to PWR and BWR licensees and applicants,
                  respectively.
