The Commission has approved the staff's plan to initiate rulemaking to amend 10 CFR Part 72 to place appropriate Part 72 requirements on certificate holders and applicants and their contractors and subcontractors. However, the staff should consider whether conforming changes to 10 CFR Part 71 are necessary since dual and multi-purpose cask designs are anticipated.
