SUBJECT: STAFF REQUIREMENTS MEMORANDUM

Attached is the staff requirements memorandum on SECY-98-272. The SRM will be issued to the staff by COB Wednesday, December 23, 1998, unless I hear otherwise.

The attached SRM, the Voting Record, and the subject SECY paper are considered to be "final Commission decisions" and as such will be released to the public upon issuance of the final SRM.

if Agreed to by a Majority of the Commission

The staff should explore with the Executive Branch their willingness to provide funding for the arrangements' Implementation. (The October 9, 1998 letter from the Executive Branch states that the arrangement"...helps to fulfill the obligation of the United States under Article IV of the NPT ...". DOS is the U.S. Government Department responsible for the NPT. In addition, the staff should develop parameters of what constitutes an "average" cost for implementing NRC bilateral arrangements.
