SUBJECT: STAFF REQUIREMENTS - SECY-98-160 - NRC'S 1998 REPORT TO CONGRESS ON THE PRICE-ANDERSON ACT

The Commission has approved the proposed report to Congress on the Price-Anderson Act, as modified by the changes in the note to Commissioner Assistants from James Blaha dated August 7, 1998, and with the inclusion of the changes noted in the attachment.

SECY NOTE:  THIS SRM AND SECY-98-160 AND WILL BE RELEASED TO THE PUBLIC 5 DAYS AFTER THE REPORT TO CONGRESS IS DISPATCHED.

Changes to the Report in SECY-98-160

  1. On page xv, in the paragraph on Aging, line 4, insert 'in some cases, such as for steam generators,' after 'unrealistic.' In line 5, insert a comma after 'program' followed by 'including capital expenditures to replace major components,'.

  2. On page xvi, last paragraph, lines 3 and 5, replace 'must' with 'would need to.' In the same paragraph, line 8, insert 'staff' after 'NRC.'

  3. On page xix, paragraph 3.1, change the first sentence to read: "Because the evidence of harm generally is not contemporaneous with the exposure, a recurring issue related to compensating victims of radiation exposure is how to determine who in fact has been harmed when releases or exposure levels are low."

  4. On page xxi, under recommendation (4), line 4, replace 'believes' with 'notes.'
