| SUBJECT: | STAFF REQUIREMENTS - SECY-98-083 - PLAN FOR THE TIMELY CONFIRMATION OF POWER REACTOR LICENSEES AS "ELECTRIC UTILITIES" AS ECONOMIC DEREGULATION PROCEEDS |
The Commission has approved the staff's plan for confirming that the NRC's power reactor licensees continue to meet the NRC's definition of "electric utility." The staff should forward to the Commission a summary of Oak Ridge National Laboratory's independent assessment of the impact of state activities on the recovery of nuclear plant operating and decommissioning costs.

| SUBJECT: | STAFF REQUIREMENTS MEMORANDUM |
Attached is the staff requirements memorandum on SECY-98-083. The SRM will be issued to the staff by COB Thursday, May 28, 1998, unless I hear otherwise.
The attached SRM and the subject SECY paper are considered to be "final Commission decisions" and as such will be released to the public 5 days after the date of the final SRM.
All Commissioners have agreed to release their vote sheets. Their votes will be contained in the Commission Voting Record for SECY-98-083 which will be released at the same time the SRM is released.
