SUBJECT: STAFF REQUIREMENTS - SECY-98-067 - FINAL APPLICATION-SPECIFIC REGULATORY GUIDES AND STANDARD REVIEW PLANS FOR RISK-INFORMED REGULATION OF POWER REACTORS

The Commission has approved publication of the Federal Register Notice and issuance of the "Final Application-Specific Regulatory Guides (RGs) and Standard Review Plans (SRPs) for Risk-Informed Regulation of Power Reactors" after revision by the staff to reflect Commission guidance and direction associated with SECY-97-287 and SECY-98-015. The feedback and corrective action described in Section 5.4 of RG 1.175 should be clarified to contain performance monitoring for systems, structures, and components and feedback to the risk-informed Inservice Testing program for appropriate adjustments.

Revisions to the risk-informed inservice testing guidance document should be considered when ASME approves the proposed code case, "Requirements for Safety Significance Categorization of Components Using Risk Insights for Inservice Testing of LWR Power Plants." The planned changes to the Maintenance Rule (MR) will necessitate changes to the documents associated with SECY-98-067. The staff should revisit these documents and promptly incorporate changes needed to conform to the revised MR upon issuance of the final rule late this year. The staff should support expeditious revisions to remove the Configuration Risk Management Plan from plant Technical Specifications upon request by the licensees after the MR revision is issued in final form.

The staff should promptly report any problems or issues as the RGs and SRPs are utilized and, if necessary, seek Commission guidance on how to resolve them. The staff should also perform annual reviews and update of the guidance documents, considering the experience gained from risk-informed programs, which should be tracked in the PRA Implementation Plan. The Commission is particularly interested in any stakeholder concerns or other issues which may cause a negative impact on these initiatives.
