SUBJECT: STAFF REQUIREMENTS - SECY-01-0171 - PROPOSED SUBSEQUENT ARRANGEMENT TO AUTHORIZE THE RETRANSFER OF U.S.-ORIGIN URANIUM AND PLUTONIUM IN MIXED OXIDE (MOX) FUEL ASSEMBLIES FROM JAPAN TO THE UNITED KINGDOM

The Commission has approved the proposed response to the Department of Energy (DOE exit icon) authorizing the retransfer as discussed in this paper. However, prior to issuing the response to DOE, the staff should confirm that the events on September 11, 2001, do not constitute a change in the threat environment requiring reconsideration by the Executive Branch of the security plan.
