TO AUTHORIZE THE RETRANSFER OF U.S.-ORIGIN URANIUM AND PLUTONIUM IN
MIXED OXIDE (MOX) FUEL ASSEMBLIES FROM JAPAN TO THE UNITED KINGDOM |
The Commission has approved the proposed response to the Department of
Energy (DOE )
authorizing the retransfer as discussed in this paper. However, prior
to issuing the response to DOE, the staff should confirm that the events
on September 11, 2001, do not constitute a change in the threat environment
requiring reconsideration by the Executive Branch of the security plan.
