The Commission has approved the notice of proposed rulemaking for publication subject to the changes indicated in the attachment. The Commission certified that this rule, if promulgated, will not have a negative economic impact on a substantial number of small entities in order to satisfy requirements of the Regulatory Flexibility Act, 5 U.S.C. 605(b).2.

ATTACHMENT

Changes to the Federal Register Notice in SECY-01-0096

1. On page 3, paragraph 2, revise line 6 to read ' ... resulting in an insignificant health ....'
