The Commission has approved issuance of an export license to the Department
of Energy to export uranium to the Kiev Institute for Nuclear Research
in the Ukraine. In the future, the staff should work with the Executive
Branch to encourage thorough assessments of the adequacy of physical protection
in recipient states in connection with export license requests.
