The Commission has approved publication in the Federal Register of the proposed amendments related to material control and accounting subject to the changes noted in the attachment.

Changes to the Federal Register Notice in SECY-01-0066

1. On page 3, revise lines 1 and 2 to read ' ... Commission proposes to amend has identified an aspect of the MC&A requirements so as to where it could reduce unnecessary regulatory burden and to provide additional ....'
   
   
2. On page 5, last paragraph, revise lines 9 and 10 to read ' ... on the same schedule. (Note that the term "licensee" , as it is used within this statement of considerations, includes the gaseous diffusion plants as it is used within the statements of consideration, unless otherwise stated.)'
   
   
3. On page 8, 1^st full paragraph, revise line 4 to read 'However, an environmental assessment (EA) would ....'
   
   
4. On page 10, paragraph 1, next to last line, correct the spelling of 'would'.
   
   
5. On page 11, item (1), revise the 2^nd sentence to read 'From a safeguards risk and graded approach perspective, Tthis would be consistent with ....'
   
   
6. On page 12, item (6), revise the 2^nd sentence to read 'From a safeguards risk and graded approach perspective, Tthis compares to the annual requirement ....'
   
   
7. On page 20, Section 74.59, revise the last line to read ' ... Office of Nuclear Material Safety and Safeguards.'
   
   
8. On page 21, Section 150.20, revise line 2 to read ' ... the new reference to §§ 74.11, 74.15, and 74.19 Part 74.'
   
   
9. On page 26, last paragraph, revise lines 1 and 2 to read ' ... Commission proposes to amend has identified an aspect of the MC&A requirements so as where it would be desirable to reduce the regulatory burden and to provide additional ....'
   
   
10. On page 33, last paragraph, revise line 8 to read ' ... from the NMMSS to reconcile their its ....'
    
    
11. On page 43, item (a), revise line 1 to read 'Before to license termination ....'
    
    
12. On page 49, Section 74.2, paragraph (a) could be misinterpreted if the reader thinks the phrase "who possesses special nuclear ..." refers to the licensees in the previous phrase. To ensure correct interpretation of paragraph (a), the phrase "except licensees whose ..." should be made into a separate sentence.
    
    
13. On page 73, Section 150.20, paragraph (b), revise the last line to read ' ... §§ 74.11, 74.15, and 74.19 of Part 74 of this chapter; and to the ....'
    
    
14. In general, the Federal Register notice should be reviewed for additional editorial, typographical, etc. changes.
