The Commission approved a final rule which incorporates by reference a national consensus standard in 10 CFR 50.55a(h) that establishes minimum functional and design requirements for the power, instrumentation, and control portions of the safety systems for nuclear power plants. The Commission approved the publication and implementation of this final rule, as provided in SECY-99-061, subject to the following change.
On page 4 on the Federal Register notice, line 3, delete the duplication of the words 'the use of' so the sentence reads: "In addition, the final rule mandates the use ofthe use ofIEEE Std. 603-1991 .... "
Following incorporation of the change, the Federal Register notice should be reviewed by the Rules Review and Directives Branch in the Office of Administration and forwarded to the Office of the Secretary for signature and publication.

The letter to the Speaker of the House of Representatives should be revised to reflect the recent change in that position.
