Subject: FIRSTENERGY/DUQUESNE LIGHT COMPANY ASSET TRANSFER
Discussion:
The proposed asset transfer between FirstEnergy Corporation and Duquesne
Light Company was closed and became effective Friday afternoon, December
3, 1999. Conforming license amendments were issued that afternoon for
Beaver Valley Power Station, Units 1 and 2 (BVPS). These license
amendments were follow-ups to the Orders issued on September 30, 1999,
pursuant to 10 CFR 50.80, approving the associated license transfers.
Highlights of the license transfers included:
- Duquesne Light's interests in BVPS have been transferred to
Pennsylvania Power. As a result, FirstEnergy subsidiaries now own 100
percent of BVPS.
- Operating authority of BVPS has been transferred from Duquesne Light
Company to FirstEnergy Nuclear Operating Company.
The asset transfer agreement, which was submitted for staff approval on
May 5, 1999, resulted in the transfer of Duquesne Light's partial
interests in 1,436 MW at eight generating units (both fossil and nuclear)
to FirstEnergy subsidiaries in exchange for 1,328 MW at three fossil
power plants.
Regional Action:
The resident inspector is on site monitoring licensee activities.
