Subject: COMPLETION OF SHUTDOWN COOLING SUCTION ISOLATION VALVE REPAIR   

Discussion:

On April 20, 1999, the licensee completed installation of a welded seal  
ring on valve 2-SI-652, the shutdown cooling system suction isolation    
valve, to stop leakage through the pressure seal gasket. The valve is not
isolable from the reactor coolant system (RC) because it is located in   
the 12-inch diameter shutdown cooling suction line just downstream from  
its intersection with the RCS hot leg piping. While the plant was in     
operational Mode 5, Cold Shutdown, with shutdown cooling in service, the 
licensee repaired the valve in a controlled manner that maintained the   
integrity of the valve's pressure boundary and maintained shutdown       
cooling flow through the valve. The resident inspectors have been closely
following the licensee's repair activities. In addition to the resident  
inspectors, NRC Personnel in Region I and at Headquarters reviewed the   
licensee's repair plans and associated safety evaluation prior to        
initiation of the repair work. The licensee currently plans to have Unit 
2 ready for Mode 2 startup by April 27 at the earliest.
