Subject: Relief Request for Leaking ECCS Suction Piping
(Reportable Event Number 35550)
Discussion:
On April 6, 1999, St. Lucie, Unit 2, began a shutdown from 100 percent
power when pinhole leaks were identified in both trains of the ECCS
suction lines that run from the refueling water tank. The affected piping
runs in a trench from the tank, which is located outdoors, to the ECCS
pumps.
A conference call with the licensee, Region II, and NRR was held to
discuss the leaking ECCS lines. The leaks were characterized as
micro-cracks and the evidence of leakage was the appearance of boric acid
crystals on the surface of both the A and B train ECCS suction lines. No
actual leakage was observed coming from the lines. Subsequent to the
call, NRR reviewed a licensee submittal assessing the margin in the
degraded piping and granted the licensee relief from making a code repair
to the ECCS suction lines for a period of two weeks. The licensee
terminated the plant shutdown at 28 percent power and increased power to
50 percent until a code repair could be made to the A train piping. The
licensee subsequently increased power to 100 percent and plans to perform
a code repair on the B train piping by April 17, 1999.

Subject: REFUELING OUTAGE
Discussion:
At 7:00 a.m. on April 11, 1999, Niagara Mohawk Power Corporation
commenced power reduction of Nine Mile Point Unit 1 in preparation for
the unit's 15th refueling outage. The main generator was taken off-line
on April 11 at 1:10 p.m., and the unit was in cold shutdown on April 12,
at 1:05 a.m. In addition to refueling activities, major activities
planned include: installation of emergency core cooling system suction
strainers, replacement of control rod drive mechanisms, and core shroud
inspections. The outage duration is expected to be 45 days with restart
scheduled for May 22, 1999.
Regional Action:
The resident inspectors are on site monitoring licensee activities.
