NEW ISSUE.  The vendor, Thomas & Betts, reports input from one of its    
customers in the nuclear industry regarding an unanticipated application 
of an Agastat E7000 series timing relay in a contact circuit with low    
signal level (about 10 mA, 6Vdc) that is below the vendor's published    
qualified minimum and below the vendor's quality acceptance criterion for
contact continuity.  The vendor verified that the relay met product      
specifications and reproduced the application conditions, which resulted 
in intermittent contact continuity.  Though this customer's low current  
application needs were resolved, the vendor has no basis to support      
applications requiring continuity in circuits with less than 1A, 28Vdc.  
The vendor has notified other customers in the nuclear industry.

Subject: PROPOSED USE OF MIXED-OXIDE FUEL                                

Discussion:

On February 22, 1999, a group of about fifty people gathered in          
Charlotte, N.C. to express their concerns on the government's proposal to
use mixed-oxide fuel (MOX) in commercial reactors such as the Catawba    
Nuclear Station and the McGuire Nuclear Station. The meeting was         
sponsored by the North Carolina-based Blue Ridge Environmental Defense   
League. The Rock Hill Herald reported that speakers from the Hartford    
Action Group and the Nuclear Control Institute were at this gathering.
