Subject: US MILITARY HELICOPTERS LANDING IN OWNER CONTROLLED AREA        

Discussion:

On February 4, 1999, at approximately 8:10 p.m. (MST), two CH-47 Chinook 
military helicopters, on a training exercise, landed in the owner        
controlled area.  Two security officers were sent to the landing site,   
which was approximately 2 miles from the protected area.  At this time,  
the station level of security was upgraded to condition yellow.          
                                                                         
When the officers arrived at the landing site, they determined that the  
helicopters were forced to land because of bad weather.  The helicopters 
left the area approximately 10 minutes later.  The licensee contacted    
nearby Luke Air Force Base and verified with military authorities that a 
training exercise was in progress.  The licensee also verified that the  
two helicopters had been forced to land because of bad weather.  After   
confirmation, the station level of security was downgraded to condition  
green.
