NRC Regulatory Issue Summary 2000-20:  Importance of Industry Providing  
NRC Advance Notice of Intent to Pursue License Renewal, dated            
November 14, 2000                                                        
                                                                         
The U.S. Nuclear Regulatory Commission is issuing this regulatory issue  
summary to inform addressees about the importance of providing the NRC   
with advance notice of their plans for license renewal so that the NRC   
staff can better plan and budget for the processing of renewal

Subject: USEC Inc. Promotes J. Morris Brown to Vice President,           
         operations, and Patrick Musser to Portsmouth General Manager    


Discussion:

On Wednesday, November 8th, the United States Enrichment Corporation     
(USEC) announced two significant management changes. J. Morris Brown was 
promoted from General Manager at the Portsmouth Gaseous Diffusion Plant  
(GDP) to the new position of Vice President of Operations. He will be    
responsible for production-related activities and operations at both of  
USEC's GDPs, Portsmouth and Paducah, located in Piketon, Ohio and        
Paducah, Kentucky, respectively. Mr. Brown has been the Portsmouth GDP   
General Manager since March 1998. Mr. Patrick Musser, who has been the   
Enrichment Plant Manager at the Portsmouth GDP since January 1999, will  
replace Mr. Brown as the General Manager at Portsmouth. Both Mr. Brown   
and Mr. Musser have several years of nuclear-related experience. In      
addition, USEC announced that James N. Adkins, Jr., formerly the Vice    
President of Production, will now occupy the new position of Vice        
President for Services and Projects. He will focus on new initiatives,   
such as expanding USEC's field services work, including work for the     
Department of Energy (DOE). He will continue to oversee efficiency       
improvement initiatives at Paducah, the transition of Portsmouth         
facilities to cold standby for DOE, and other operations projects. The   
Vice President of Production position was retitled and the               
responsibilities were divided into the Vice President Operations and the 
Vice President for Services and Projects.
