Subject: UNUSUAL EVENT DUE TO FIRE LASTING LONGER THAN 10 MINUTES        

Discussion:

On November 10, 2000, control room operators declared an Unusual Event at
10:55 a.m. due to a small fire in a concrete room beneath the main floor 
in the radwaste truck bay area.  The licensee notified the NRC at 11:27  
a.m. about the fire and UE declaration.  The fire brigade responded and  
extinguished the fire.  The room was a high radiation area containing    
abandoned radwaste processing equipment.  After the fire was             
extinguished, the station staff exited the Unusual Event at 12:17 p.m.   
The licensee notified the local Plymouth fire department.  The Plymouth  
fire department responded to the site as a precautionary measure but did 
not participate in fighting the fire.  There was no detectable           
radiological releases as a result of the fire and no damage to any plant 
equipment.                                                               
                                                                         
At the time of the fire, a welding activity was in progress in the       
radwaste truck bay. Maintenance personnel were welding a penetration     
cover over an abandoned pipe sleeve that penetrated the radwaste truck   
bay floor into the room below.  The licensee determined that sparks or   
hot slag fell down into the abandoned cement factory room located        
directly below the truck bay and ignited combustible materials in this   
room which caused the fire.  A fire watch established for this work      
identified the start of the fire.                                        

Regional Action:

The senior resident inspector responded to the site to observe the       
licensee's activities and inspect the area affected by the fire.
