NRC Regulatory Issue Summary 2000 - 14 Preparation and Scheduling of     
Operator Licensing Examinations, dated September 6, 2000                 
                                                                         
The U.S. Nuclear Regulatory Commission (NRC) issued this regulatory issue
summary to inform addressees of the NRC staff's need for updated         
information pertaining to projected site-specific operator licensing     
examination schedules and estimated numbers of applicants planning to    
take operator licensing examinations and the NRC's generic fundamentals

Eaton Cutler-Hammer, a vendor of DS 206 circuit breakers, reported the   
possibility of inadvertent change of the direct trip actuator to the     
tripped state. This change might be caused by the closing springs        
striking the bottom plate of the breaker frame during the breaker closing
operation. The vendor supplied safety-related operating mechanisms,      
closing springs, and direct trip actuators to the Sequoyah nuclear power 
plant licensee. Third-party suppliers may have provided the same items to
the nuclear power industry as safety-related components.                 
                                                                         
The vendor determined that the licensee's reconditioning process differed
from the vendor's process. The vendor modified and tested the design of  
the direct trip actuators that appeared to be susceptible to this
