Subject: MANAGEMENT CHANGES                                              

Discussion:

On March 2, 2000, South Carolina Electric & Gas (SCE&G) Company announced
that Mr. Gary J. Taylor current Vice President, Nuclear Operations       
Division will resign effective March 10, 2000.  Mr. Taylor has accepted a
position with Entergy Operations, Incorporated as the Chief Operating    
Officer for Southern Region Nuclear Plants.  Effective March 10, 2000,   
Mr. Steve A. Byrne, current General Manager, Nuclear Plant Operations,   
will replace Mr. Taylor as Vice President.  Mr. Bruce C. Williams,       
current General Manager, Engineering Services, will become the new       
General Manager, Nuclear Plant Operations.  A replacement for the General
Manager, Engineering Services postion has not been announced by SCE&G.

Subject: XENON PREDICT CALCULATION CONCERN WITH FEBRUARY 29, 2000 DATE   

Discussion:

On February 29, 2000, during a simulator training session, the licensee  
determined that the xenon prediction program would not accept            
February 29, 2000, as the starting date.  The xenon prediction program   
located on a computer in the control room also would not accept          
February 29, 2000.  The program functioned properly if any date other    
than February 29, 2000, was used as a starting date.  The xenon          
prediction software program is used to estimate new xenon, samarium, and 
iodine levels for a given power level. The program is also used to       
calculate current core burnup. Control room operators would use the      
program following a reactor trip to predict the xenon concentration to be
used as an input to the estimated critical position calculation.         
                                                                         
As immediate corrective action, the licensee used a starting date of     
February 28, 2000, and the program successfully calculated the parameters
requested.  The power history information was not affected by this       
problem.  If the xenon prediction program had not functioned, the        
parameters could have been calculated manually.                          
                                                                         
The licensee determined that the application program was originally      
compiled using Version 1 of Microsoft Visual Basic.  This version would  
not accept the February 29, 2000, date.  As permanent corrective action, 
the licensee plans to use Version 4 of Microsoft Visual Basic, which     
corrects this problem.                                                   

Regional Action:

The resident inspectors were informed by the licensee and monitored their
corrective actions.
