Subject: OYSTER CREEK MANUAL SCRAM                                       

Discussion:

On March 1, operators were restoring the plant to the normal electrical  
alignment after returning main transformer (M1A) to service.  Once the   
generator was resynchronized to the grid, after M1A was restored, the    
operators attempted to transfer the non-vital 4160 volt bus from the     
offsite power start-up transformer (SA) to the auxiliary transformer     
(1A).  The operator turned the switch to close the 1A breaker.  The      
start-up breaker opened, as designed, and the 1A breaker closed. However,
a modification made to the Digital Protection System (DPS) after the     
January 2000 forced outage, when the 1A breaker failed to open after a   
turbine trip, was providing a trip signal to the 1A breaker.  The DPS had
not been reset as directed by the power ascension procedure prior to     
closing the 1A breaker.  The pre-evolution briefing for this overall     
evolution failed to properly identify that the DPS needed to be reset    
prior to transferring power for the non-vital 4160 volt bus.  The loss of
the non-vital 4160 volt bus resulted in the loss of three of the five    
recirculation pumps, which required that operators manually scram the    
plant which was at 24 percent power. All systems operated as designed.   
Plant personnel are currently making preparations to start up the plant. 
The senior resident inspector and a regional inspector are on site       
reviewing the licensee's actions.
