Subject: CHANGE TO DC COOK RESTART SCHEDULE                              

Discussion:

On January 19, 2000, American Electric Power announced a change to its   
schedule for restarting the Donald C. Cook Nuclear Plant Unit 2. The     
schedule change represents a delay in the restart of Unit 2 of           
approximately 2 weeks. Unit 2 core reload is scheduled to begin on March 
5, 2000. The licensee expects to take the unit critical on March 31,     
2000.

Subject: KEWAUNEE MANAGEMENT CHANGES ANNOUNCED                           

Discussion:

On January 17, 2000, the licensee announced that the Kewaunee Plant      
Manager, Kenneth Weinhauer, is being promoted to a newly created position
of General Manager and that Kyle Hoops will become the Kewaunee Plant    
Manager. Mr. Hoops holds a Senior Reactor Operator (SRO) license at      
Kewaunee and is currently filling the position of Process Leader - Plant 
Operations. The General Manager position is an in-line position between  
the Plant Manager and Site Vice President. An effective date for these   
changes has not yet been announced.

Subject: MANGEMENT CHANGES AT DRESDEN NUCLEAR STATION                    

Discussion:

On January 21, 2000, the licensee announced the following management     
changes, effective February 1, 2000.                                     
                                                                         
Dresden Nuclear Station's Site Vice President, J.M. Heffley, will become 
Vice President of Nuclear Oversight for ComEd's Nuclear Generation Group.
Current Nuclear Oversight Vice President J. Stephen Perry will be        
retiring.                                                                
                                                                         
Dresden's Station Manager, Preston Swafford, will replace Mr. Heffley as 
Dresden's Site Vice President.                                           
                                                                         
The licensee is currently interviewing possible replacements for Mr.     
Swafford as Dresden's Station Manager.

Subject: SPENT FUEL POOL HEATUP DUE TO OPERATOR VALVING ERROR            

Discussion:

On January 13, 2000, a control room operator noted that the spent fuel   
pool temperature had increased from about 100 degrees Fahrenheit to 141  
degrees Fahrenheit. Subsequently, operators determined that the reactor  
building closed cooling water system had not been aligned to the spent   
fuel pool heat exchanger following maintenance activities on January 11. 
Operators established fuel pool cooling and spent fuel pool temperature  
decreased and returned to normal.                                        
                                                                         
At the time of the occurrence, although not properly aligned, both spent 
fuel pool cooling trains and all three trains of reactor building closed 
cooling water were available. In addition, the level in the spent fuel   
pool was above the Technical Specification low level limit which ensured 
that a large volume of water was available to make up for any evaporative
heat losses. Therefore, the safety significance of the occurrence was    
minimal.                                                                 
                                                                         
The resident inspectors are monitoring the licensee's corrective actions.
