Subject: STATUS OF TN-32 SPENT FUEL CASK AT SURRY                        

Discussion:

The licensee is working to resolve two issues related to a Transnuclear  
TN-32 Spent Fuel Cask. The issues relate to the torquing of cask lid     
bolts and cracks in the outer cask shell. The licensee is currently in   
the process of repairing two cracks (five and six inches long) identified
on January 8 in the outer cask. The outer cask shell functions only to   
hold neutron shielding in place on the outside of the cask and provides  
an easily decontaminated surface. These cracks do not affect the cask    
integrity or contents and do not result in any increase in radiation     
levels. The cracks were directly above the lower trunions. Fuel had been 
loaded into the cask in 1997.                                            
                                                                         
With regard to the cask lid bolts, on December 11, 1999, the licensee    
received an alarm indicating that the pressure between the inner and     
outer cask seals had been less than intended. The cask internal pressure 
was measured and verified to be consistent with the pressure at the time 
of loading. The licensee subsequently tightened a fitting on one of the  
pressure switches and returned the cask to the plant for leak testing.   
The licensee found that helium trapped in the seals prevented            
satisfactory leak testing. The licensee placed the cask in the spent fuel
pool (SFP) and replaced the seals. The cask was removed from the SFP and 
passed a leak test.                                                      
                                                                         
During loosening of the cask lid bolts as part of this seal replacement, 
the licensee identified that approximately 36 of the 48 bolts appeared to
be torqued to less than the original value of 930 foot-pounds.           
                                                                         
The licensee is presently performing root cause investigations of the    
apparent loose bolts and outer cask surface cracks and is working with   
the vendor to identify any generic issues.

Subject: ANNOUNCEMENT OF NEW PLANT MANAGER                               

Discussion:

On January 12, 2000, Omaha Public Power District announced that Rich     
Clemens will replace Joe Solymossy as the Fort Calhoun Plant Manager. The
change will take effect on April 16. Rich Clemens, currently the Fort    
Calhoun Maintenance Manager, began his career with the Omaha Public Power
District in December 1981 and has served as Supervisor of Simulator      
Services, Supervisor of Electrical/Instrumentation and Controls          
Engineering, and Manager of Outage Management prior to appointment as    
Maintenance Manager.  He also served as an INPO loanee and has           
successfully completed the INPO Senior Nuclear Plant Management course.

Effective January 17, 2000, Early C. Ewing, Director, Nuclear Safety     
Assurance, will assume the position of General Manager, Plant Operations 
from Ted R. Leonard.  Mr. Leonard will be assuming a new position at     
Entergy Headquarters in Jackson, Mississippi.

Subject: RESTART OF PALO VERDE NUCLEAR GENERATING STATION, UNIT 2        

Discussion:

This updates MR 4-00-0001 issued January 7.  On January 13, 2000, at     
12:40 a.m. (MST), Palo Verde Nuclear Generating Station, Unit 2, was     
connected to the grid after a 7-day outage.  The outage started at 1:15  
a.m. on January 6, after plant management ordered a shutdown when a      
condenser tube ruptured. This rupture caused sodium levels in the steam  
generators to exceed action levels.  During the outage, twelve of 21     
expansion joints in the "B" shell of the main condenser were replaced and
the leaking condenser tube was plugged.  The startup was conducted       
without incident and all equipment is functioning as designed.

Resident inspectors are monitoring licensee activities.
