Subject: GAS ACCUMULATION IN THE CHARGING/SAFETY INJECTION PUMP
COMMON SUCTION HEADER - HARRIS NUCLEAR STATION

Discussion:
On April 3, 2002, while conducting a preventive maintenance procedure to
check for gas accumulation in the emergency core cooling system piping
from the licensee identified that a section of the common suction header
from the refueling water storage tank (RWST) to the charging/safety
injection pumps (CSIPs) was filled with gas. The licensee estimated
there was about 3.5 cubic feet of gas in the pipe. This piping is a high
point above the CSIP rooms and has no vent valve. The licensee vented
the gas by loosening the cap to a check valve located in this piping.
The licensee declared both CSIPs inoperable when the gas was identified.
The pumps were declared operable when the venting was complete. The
licensee continued to monitor for further gas accumulation in this
section of the piping. None was identified. The unit is at full power.
Regional Action:
Under the guidance of NRC Management Directive 8.3, Region II initiated a
Special Inspection at the site on April 9, 2002. The specific issue of
concern to be addressed by the Special Inspection Team is whether the
CSIPs were operable and would they have performed their safety function
with gas in the common suction line from the RWST.
