Subject: UNIT 2C STEAM GENERATOR PRIMARY TO SECONDARY LEAKAGE            

Discussion:

On July 24, 2001, the licensee informed the Senior Resident Inspector of 
an identified primary to secondary leak in the Unit 2C steam generator.  
The initial leak rate was approximately 2-3 gallons per day (gpd) and    
slowly increased to about 6-7 gpd on August 1, 2001. The leakage was     
identified by slightly elevated radiation levels at the steam jet air    
ejector exhaust, the steam generator blowdown system, and the main steam 
line. At this time, the leakage is very low; however, the licensee has   
implemented additional grab sampling at the steam jet air ejector        
exhaust. The licensee has also created a higher level of awareness with  
the operators. The administrative limits for shutdown are 75 gpd leakage 
or an increase of greater than 30 gpd within 1 hour. Technical           
Specification limits are 150 gpd on one steam generator or 600 gpd total.

Regional Action:

The resident inspectors are monitoring the activities with support from  
regional specialists.
