The Harris licensee reported receiving Siemens RLN/RLNF breaker cubicle
mechanism operated cells (MOC) with push bar length and configuration
that do not match design specifications. These conditions could prevent
the MOC from actuating on breaker closure as per design. The licensee
received these commercial grade parts and dedicated them for use in
safety-related applications. The licensee identified a potential
application in which installation of the subject MOC could have prevented
mitigation of consequences of a design-basis accident.

The fuel vendor Framatome ANP Richland reported using an inappropriate
reference temperature in establishing minimum critical power ratio (MCPR)
operating limits for several nuclear power plants. The result was to
overpredict the thermal conductivity of the fuel. Affected plants include
Dresden Units 2 and 3, Quad Cities Units 1 and 2, LaSalle Units 1 and 2,
and Susquehanna Units 1 and 2.
The vendor states that each of the affected licensees were notified, that
compensatory measures were provided until completion of confirmatory
analyses, and the appropriate reference temperature was installed in the
computer code used for the MCPR analysis.

Subject: STEAM GENERATOR LOWER ASSEMBLIES DEPART FOR BARNWELL
Discussion:
On April 9, 2001, two of the four Steam Generators (SGs) Lower Assemblies
left the Haddam Neck Nuclear Power Plant by barge and traveled down the
Connecticut River. After approximately eight days by barge through the
Intracoastal Waterway to South Carolina, the SGs will be shipped by rail
for disposal at the Barnwell Nuclear Disposal Facility. The SGs were
dismantled in the Fall of 1999 as part of the decommissioning of the
Haddam Neck Plant. The SGs were appropriately packaged as surface
contaminated objects, Class II (SCO-II), and transported under a specific
transport plan approved by the U.S. DOT. In addition, a personnel
barrier enclosed the SG package. The remaining two steam generators are
scheduled to be transported to Barnwell in a similar manner in May.
Representatives of the Connecticut Department of Environmental Protection
accompanied the barge down river to the mouth of the Long Island Sound.
NRC RI had reviewed the implementation of the transportation plan and was
in contact with the licensee prior to the transport. Other notifications
for this shipment included the U.S. Coast Guard, local officials and the
Citizens Decommissioning Advisory Committee (CDAC). News media were
invited to observe the departure from the site discharge canal. Several
newspaper and television reporters covered the shipment.
Regional Action:
We will continue to review the status of the shipment as it travels to
South Carolina.
