Discussion:
This morning report is to notify licensees of a Tyco Electronics Relay Issue.
On November 16, 2006, Tyco Electronics notified a number of nuclear power plant customers by letter of a limited E7000 relay recall.
The letter stated, “During Tyco’s normal assembly processing of nuclear E7000 relays, Tyco experienced an issue with a component. A spring in the base assembly broke during the calibration process. An analysis of the spring revealed non-conforming heat treatment causing the spring to become brittle. Further investigation revealed this condition is limited to one specific lot of springs.”

Susquehanna conducted a completed review of the Tyco Electronics "Notification of Limited E7000 Relay Recall (CII-010)". Susquehanna concluded that they received eight relays total. Two relays were installed in "A" & "D" emergency service water (ESW) pump system and five relays were not installed. One relay being held in stock for the plant's emergency diesel generator relay replacement preventive maintenance activity failed a July 6, 2006 pre-installation bench test, and had been sent back to Tyco Electronics for repair or replacement.
After determining that suspect relays were installed on the "A" & "D" ESW pumps, Susquehanna declared the two ESW pumps inoperable. Susquehanna disabled the pumps to ensure the pumps would not start out of sequence during a loss of offsite power and possibly damage the associated diesel generator. Susquehanna bench tested the two ESW pump relays on December 4, 2006 and determined they were operable.
The Susquehanna plant risk was elevated due to the "E" emergency diesel generator out-of-service for overhaul with the two ESW pumps inoperable. Susquehanna had planned to leave the pumps functional (manual start); however, they had limited information on how the failure would affect the timing of the pump start. Subsequently, verbal data was received that concluded the pump would start at the appropriate delayed time or not start at all.

Discussion:
On December 20, 2006, Wisconsin Energy Corporation announced that its subsidiary, Wisconsin Electric Power Company, has reached an agreement to sell the Point Beach Nuclear Plant to FPL Energy, a subsidiary of FPL Group, Inc. Under the agreement, FPL will sell 100 percent of the Point Beach output to We Energies, and FPL will offer employment to all current employees at the plant. The purchase price is approximately $1 billion dollars and includes trust funding for facility decommissioning. The transaction is expected to close in August 2007. Transfer of the license still needs to receive various regulatory, including NRC, approval.
