Discussion:

On February 1, 2006, at 1937 CST, DAEC declared an Unusual Event due to a loss of normal telephone communications system (all but one microwave circuit) and the verified inability to use this circuit to contact State and county authorities. Subsequently, Linn County and Benton County were able to be notified of the Unusual Event by microwave circuit, and Iowa Homeland Security and Emergency Management was notified by cell phone. Temporary communications were established via cell phones. The loss of communications was due to a failed relay in the Cedar Rapids QWEST Communications equipment.

Normal communications and microwave service were restored at 2030 CST. The licensee satisfactorily completed testing of their Offsite Agencies Notification Weekly surveillance test at 0101 CST February 2, 2006, and terminated the Unusual Event at 0107 CST.
