A. PURPOSE. This instruction transmits SAVEs to the Underground Construction Standards published in the Federal Register June 2, 1989.

B. SCOPE. This instruction applies OSHA-wide

C. ACTION. Regional Administrators and Area Directors shall ensure that all compliance personnel:
