What offices make up the Administration Division?

The Administration Division is comprised of nine staff offices that provide support for the DOT's

Airports, Harbors, and Highways Divisions. These are the Community Affairs, Special Compliance, Civil Rights, Statewide Transportation Planning, Personnel, Business Management, Computer Systems & Services, Contracts, and Program, Planning & Budgeting offices.

What is the role of the Statewide Transportation Planning office?

The Statewide Transportation Planning Office prepares the Department of Transportation’s long-range statewide transportation plan.  The statewide transportation plan provides the planning guidance for consistent transportation facility planning by the Airports, Harbors and Highways Divisions.  The statewide transportation plan also synchronizes the regional schedule of the Department’s master-planned developments to enhance efficient inter-modal transportation.  This plan is regularly updated to maintain a long-range (20-year minimum) planning horizon.

The modal systems plans follow the statewide transportation plan.  The Statewide Transportation Planning Office undertakes separate master plans for the Airports, Harbors and Highways systems.  These system plans establish the links between the transportation facilities on each island.  As there are no physical facilities linking the Hawaiian Islands, these links are based on finances, operations or policies.

The Statewide Transportation Planning Office is also responsible for the development and updates of the coordinated public transit – human services transportation plan.  This plan: 1) identifies the transportation needs of individuals with disabilities, older adults and people with low incomes; 2) provides strategies that address these needs; and 3) prioritizes transportation services for funding and implementation.

In accordance with the coordinated public transit – human services transportation plan, the Statewide Transportation Planning Office coordinates Federal Transit Administration funding of the following:

    • Transportation plans;
    • Public transportation in rural and small urban areas;
    • Vehicles to transport elderly individuals and individuals with disabilities;
    • Transportation for urban and non-urbanized area residents to suburban employment opportunities; and
    • Transportation services for welfare recipients and eligible low-income individuals to access jobs and related employment activities.
