DES MOINES, Iowa -- Choices flood-weary Iowans make now about reconstructing flood-damaged property can save money, time, and grief the next time floodwaters rise, according to specialists from Iowa Homeland Security and Emergency Management Division (HSEMD) and the Federal Emergency Management Agency (FEMA).
