Two Bulgarian Courts Join USAID-funded Courts in Partnership Program

The USAID-sponsored Courts in Partnership initiative provides a framework for important work on judicial reform and rule of law are issues in Bulgaria. Through this program, Court Improvement Plans are developed to assist participating courts in improving its operations, staff knowledge and customer service.

On October 14, 2005, a Memorandum of Understanding was signed between the Chairs of the District and Regional Courts in Dobrich and the United States Agency for International Development (USAID). The Dobrich District Courts, have now joined 32 Bulgarian courts included in the Courts in Partnership Program. The Memoranda of Understanding establishes the basic parameters of cooperation under the program. The program is implemented as a component of USAID’s Judicial Strengthening Initiative.

Mike Fritz, Mission Director of USAID/Bulgaria noted that by executing the memorandum, the courts in Dobrich demonstrated their intention to work in a more open, transparent and efficient way to better serve the people of Dobrich. Mr. Fritz also expressed his gratitude for the support granted by the Municipality of Dobrich to the program.

The ultimate goal of the USAID program is to raise the public trust in the courts, to broaden efficiency in their work and to provide faster and higher quality service to the citizens. The hope is that the courts included in the program will become models for the rest of the courts.
