Parents Consider New Role to Improve Quality of Children’s Education

The Eurasia Foundation (EF) launched a one-day, USAID-supported conference on the “Public Components in School Management and Their Role in the Improvement of the Quality of Education” in Azerbaijan on May 8. The event was produced within the framework of the Transparency of School Budget Program, which is aimed at developing the financial management capacities of school administrators and increasing citizen oversight over secondary schools’ budget expenditures. An essential component of this program is the development of a practical model that may be used to encourage the transparent collection of parental donations to their children’s educational facilities. About 50 representatives of the state bodies, international and local NGOs and secondary schools attended the event.

Program experts presented a draft project which regulates mutual activity of the state and public components in the school management and offered the ways to legalize funds allocated by parents. According to experts, schools could create general current, school and public union accounts for this purpose. Conference participants appreciated the presentation and suggested that the project models could be used as the basis for future education legislation, including the Education Code. The program plans to continue public discussions on this issue.

In addition to working with local education experts and lawyers, EF is partnering with two local organizations, BUTA Children Humanitarian Foundation and Bilik Public Union, to train school administrators on assessing and prioritizing their most pressing needs and designing annual budgets with parental and community members’ involvement.
