Index to the Congressional Record
Printed indexes to the Record are published every two weeks. They are eventually cumulated into semimonthly and annual indexes. However, it is easier to use the current indexes on the Web because these indexes are cumulated from the beginning of a session of Congress. The index is made up of two parts: an index to the proceedings and an index to the history of bills and resolutions. The index to proceedings is arranged by subject and by the name of a Member of Congress. It includes material in the Extensions of Remarks. The index of bills and resolutions is arranged by bill and resolution number, and shows if there was legislative action on a bill. The indexes allow you to locate all of the Record page references to items such as the remarks made by a particular Member, find all the bills and the amendments introduced by that Member, and follow the legislative history of legislation, such as when a measure was introduced and/or reported, debated, passed, and enacted.
