Ten Year Site Plans 2007Ten Year Site Plans (TYSPs) serve a number of purposes including: providing planning and budgeting information to support the budget formulation process; plans for management of maintenance and deferred maintenance; identification of modernization needs; changes in land use plans; tracking of facility management performance measures; and identification of facility and infrastructure issues that affect mission accomplishment.They are also an annual requirement under DOE Order 430.1B, Real Property Asset Management and form the foundation for the Department’s Asset Management Plan, an annual report to the Federal Real Property Council, chaired by the Deputy Director for Management at OMB. Aside from SC use, the TYSPs are provided to others in DOE, OMB and Congress as requested. The SC Chief Operating Officer issues annual guidance for the development of SC’sTYSPs, usually at the time of the release of the Field Budget Call by the DOE Chief Financial Officer. SC Site Managers then submit their annual TYSPs to SC-3 for review and eventual approval by SC-1. TYSPs include a Resource Table that identifies funding for line items, GPP, IGPP, maintenance and excess facilities as well as space to be added and removed. The time horizon for the TYSP is the prior year plus ten additional fiscal years of activities. The approved 2007 TYSPs are listed below. The approval memo for the 2007 TYSPs was signed on January 9, 2008.
