SC Space Management

Beginning in FY 2003, DOE is required to balance new construction against elimination of excess space. According the SC implementation guidance, all new construction projects which—

  • provide new space
  • are SC-funded (includes line-itmes, GPP and IGPP)
  • begin construction in FY 2003 or later,

must have an equivalent amount of excess space allocated from the SC Space Bank.

Space withdrawal requests are to be made to the SC Deputy Director for Field Operations, SC-3 (who is the designated SC Space Manager), through SC-31.2. For line items, the requests should be submitted by Critical Decision (CD)-0. For planned GPP and IGPP construction projects no submission is necessary. However, sufficient offsetting space should be available at the beginning of each fiscal year.
