Funding No Longer Available for the Emergency Capital Repair Grant Program
Effective midnight on March 5, 2009, grant applications submitted by eligible non-profit owners for projects designated for the elderly under the Emergency Capital Repair Grant Program will no longer be accepted in Grants.gov. Grant funding is no longer available for this program under the Notice of Funding Availability published in the Federal Register on November 24, 2008.

 

Changes to the Active Partners Performance System
Currently, HUD Field Office Project Managers can change/update Participant Data (Participant Name, Address, Phone Number, etc.) in HUD's in-house data-base system until the approved Industry Coordinator uses the Active Partners Performance System (APPS) to submit their Previous Participation Certification (form 2530), then all changes to Participant Data MUST be entered into the APPS System.

On April 2, 2009, PMs will no longer be able to change/update Participant Data. Industry Coordinators must use APPS to change/update Participant Data via the internet.

 

Funding of Section 8 Contracts
The American Recovery & Revitalization Act (ARRA) will provide funding for all of the Section 8 contracts for contracts expiring in fiscal year 2009. The $2.0 billion provided in the ARRA for Section 8 renewals is being used to support a return to the practice of funding contract renewals on a full twelve-month funding cycle. Essentially, the ARRA money has been committed to fund (a) contracts that have already been renewed but need additional funds in order to complete their current funding cycle, or (b) contracts that are now being renewed and need a full twelve months funding. The $2.0 billion from ARRA will only enable HUD to begin the process of full annual funding-and the balance of our FY 2009 annual appropriations must be made available before the task can be completed. However, funding from ARRA has enabled us to begin the process and meet most urgent needs.

Please be advised that the funding for a full twelve-month cycle is done on the basis of current cost data, trended on the basis of national inflation estimates. Actual subsidy costs will vary from contract to contract and only be known as monthly vouchers are approved for payment. We will monitor actual fund usage each quarter and adjust funding as needed to assure that rental assistance payments are made in a timely fashion throughout the year.

  Extension for submission for Financial Statement
Due to HUD infrastructure performance problems, MF property owners have experienced difficulties submitting their financial statements due March 30, 2009 (for owners with a fiscal year end = 12/31). The Office of Multifamily Housing Programs, Office of Asset Management has authorized REAC to implement a blanket 30 day extension for owners whose project fiscal year ends 12/31/2008 only. Owners/auditors should not request an extension in FASS; the extension has been automatically implemented. The extended FASS due date is 04/30/2009. Owners who submit the financial statements on or before 4/30/2009 will not be referred to the Departmental Enforcement Center or be flagged in the Active Partners Performance System.

02/17/09 Revised Social Security Number Requirements The Refinement of Income and Rent Determination Requirements in Public and Assisted Housing Programs final rule was published on January 27,2009 in the Federal Register. The final rule requires all applicants and participants to have a Social Security Number in order to be eligible for HUD's Multifamily Housing rental assistance programs as well as makes other changes, such as requiring the Enterprise Income Verification (EIV) system to be used by owners and management agents (0/As) starting six months after the effective date of the final rule.
