SUBJECT:     Notice – Cost Principles for Educational Institutions; State, Local, and Indian Tribal Governments; and Non-Profit Organizations (OMB Circulars A-21, A-87 and A-122)

PROGRAM(S):         All Programs

1.  Purpose.  To announce amendments to governmentwide guidance cost principles for grants to and agreements with educational institutions; State, local, and Indian Tribal governments; and non-profit organizations found in OMB Circulars A-21, A-87 and A-122.

4. Substance. The Office of Management and Budget is amending OMB Circulars A-21, A-87 and A-122 to bring consistency to the three Circulars.
