America’s Oceans : A Blueprint for the Future John Tibbetts Abstract In September 2004 the U.S. Commission on Ocean Policy presented its report, An Ocean Blueprint for the 21st Century, to President Bush and Congress. The document paints a grim picture of the state of our nationís coastlines and oceans, and makes 212 recommendations for helping to restore the health of coastal and marine ecosystems. It advises that a National Ocean Council be formed to better coordinate ocean-related laws and regulations, and that a trust fund be set up to finance implementation of the recommendations. In response to the report, the President established the Committee on Ocean Policy in December 2004. The question now is how well this committee will meet the challenges laid out in the report.
