ODOT director names new Oregon DMV administrator

Tom McClellan, a veteran manager at the Driver and Motor Vehicle Services Division, was selected Monday as the Oregon DMV Administrator.
 
Matt Garrett, director of the Oregon Department of Transportation, announced McClellan’s appointment Monday after a four-month recruitment.
 
McClellan has been serving as interim administrator since Nov. 5, 2007. In the past four months, McClellan has navigated DMV through significant changes in driver license and identification card issuance rules and laws.
 
Under a governor’s executive order issued Nov. 16, 2007, DMV began electronic verification of Social Security numbers for all card applicants Feb. 4, 2008. As DMV implemented that rule change, McClellan was called to testify before committees during the February 2008 Supplemental Session as lawmakers crafted statutory changes to further tighten driver license and ID card issuance. The Legislature passed Senate Bill 1080, and the governor signed it into law before the session ended. The bill will bring additional changes during the next two years.
 
“Tom took over DMV during a major transition in how Oregon issues its driver licenses and ID cards,” Garrett said. “He took over just days before the governor’s order to tighten ID requirements, and under his leadership DMV implemented those changes in less than three months. That demonstrated his expertise and showed he was the best candidate for this key position of responsibility.”
 
McClellan has more than 20 years of experience in state and county government, particularly in budgetary and supervisory roles. His state government experience includes senior budget analyst and budget supervisor for the Oregon Department of Administrative Services, and budget and performance manager for the Oregon Employment Department.
 
He began his DMV career in 1996 as chief financial officer for the agency. He joined DMV’s management team in late 1996 as information technology manager before serving as DMV program services manager from 2003 until last fall. He served as interim DMV administrator for five months in 2005 before assuming the role again in November 2007.
 
McClellan has a master’s degree in management from Willamette University and a double major in political science and English from Linfield College.
