Locality Pay Area Definitions
The same number of locality pay areas are authorized for 2005 as in 2004-31 separate metropolitan locality pay areas and the Rest of U.S. (RUS) locality pay area. The RUS locality pay area consists of all areas in the contiguous 48 States that are not part of a separate metropolitan locality pay area. Employees stationed in Alaska, Hawaii, Guam, Puerto Rico, the U.S. Virgin Islands, and overseas do not receive General Schedule locality pay.
Compared to 2004, the boundaries of most of the 31 separate locality pay areas have been expanded, effective with the first pay period beginning on or after January 1, 2005, to reflect the new definitions of Metropolitan Statistical Areas established by the Office of Management and Budget and the application of new criteria for evaluating counties adjacent to locality pay areas for inclusion in the pay area.
Most of the place names listed below and in the attached spreadsheet are counties. The Federal Information Processing Standards (FIPS) geographic codes consist of a two-digit State and three-digit county identifier. These geographic codes are derived from the Worldwide Geographic Location Codes, 1993, and are on the Internet at http://www.itl.nist.gov/fipspubs/by-num.htm. The District of Columbia is identified by its State code only. Please note that Berwick town, Eliot town, Kittery town, South Berwick town, and York town in York County, ME, remain in the Boston locality pay area, while the remainder of York County, ME, remains in the RUS locality pay area. State, city, and county geographic codes are listed for applicable cities and towns in York County, ME. State, city, and county codes also are listed for that the portion of Sullivan city in Crawford County, MO, which is part of the St. Louis area and for Edwards Air Force Base, in Kern County, CA, which is part of the Los Angeles locality pay area. These are the only exceptions to the use of State/county codes.
In New England, the new locality pay areas are now based on counties (with the exception noted above for York County, ME). In the past, we used town-based pay area definitions in New England. As a result of using county-based definitions instead of town-based definitions, a portion of Windham, CT, that was in the Boston locality pay area is now included in the Hartford locality pay area; a portion of Litchfield County, CT, that was in the Hartford locality pay area is now in the New York locality pay area; and a portion of Middlesex County, CT, that was in the New York locality pay area is now in the Hartford locality pay area.
