The Draft Statewide Transportation Improvement Program (STIP) went to the Oregon Transportation Commission (OTC) in September 2006 for information and release to the public. A memorandum from the ODOT Director accompanied the Draft STIP and the project criteria summary reports.
Regions prioritize their modernization needs with input from their Area Commissions on Transportation (ACTs) or other stakeholder committees. Modernization projects are divided into Development STIP (D-STIP) projects and Construction STIP (C-STIP) projects. Depending on their needs, regions can choose to spend their modernization allocation on D-STIP projects, C-STIP projects, or both. The difference is that projects listed in the D-STIP usually need more than the four years of the STIP to reach construction. For example, they may need environmental documentation or refinement planning to further prepare the transportation solution. Projects that are intended for construction within the four years of the STIP are listed in the C-STIP.
Individual project summaries and maps were developed for proposed modernization projects. Bridge projects have one statewide summary report, and are mapped by region.
