Rule 1118 - Control of Emissions from Refinery Flares requires flare
operators to meet the following specific targets for sulfur
dioxide (based on a million barrels of crude processing capacity for
calendar year 2004 as reported to the United States Department of Energy):
January 1, 2006: 1.5 tons
January 1, 2008: 1.0 ton
January 1, 2010: .7 tons
January 1, 2012: .5 tons
Any facility exceeding these specific performance targets is required to develop and
submit to AQMD a flare minimization plan, and to pay mitigation fees for any
emissions in excess of the targets. The plan would represent the
refinery's strategy for achieving the stated performance targets, and would
also incorporate changes to refinery policy and procedures or improvements to existing equipment.
In order to track the emissions from each facility,
AQMD requires refineries and related sources to submit quarterly emissions
reports within 30 days of the end of each calendar quarter for each flare
subject to the requirements of AQMD Rule 1118.
